“Is it wise to intervene in conflict? Should foreign governments and international institutions take immediate action to avert possible civilian casualties? Or is the priority to ensure ‘stability’ (which could be at the expense of ‘democracy’)? What of focusing solely on preventative/diplomatic methods? And the presence of foreign military? Does this fuel tension and resentment in itself?”
